Counterfeit Goods from China

I purchased goods online and they were sent from China. I paid an extra $15.00 for fast shipping. It took sixteen days to get here. After I received the merchandise I found out it was counterfeit. I attempted to resolve the issue with the seller through numerous emails. The end result was that if I wanted a full refund, I would have to send the merchandise back. It would cost about $50.00 to return these items. I refuse to pay another cent for this worthless merchandise. I filed a dispute with PayPal and then escalated it to a claim. The end result was the same. PayPal said that the seller offered a full refund and that the items had to be returned with a tracking number. This would still cost me about $50.00 out of my pocket. It's not going to happen! The best offer I had was for half of my money. Just want people to be aware of these scams online. The sellers can ship items from China to the U.S. dirt cheap. They know that in order to return them it will cost more than the buyer is willing to pay. They are experts at playing the system. Since PayPal can't really help with this, or refuses to get involved, my only recourse is to go through my bank that paid the seller. It's unfortunate that we can't shut these pirates down! By the way, the items I ordered were supposed to be four "Seresto Flea & Tick Collars". They were from Pet Supplies Online Shop (serestobestcollars.com ), aka Bestluckstore. They have several emails, <removed> and <removed>. This is just one of many scammers selling these items. If you google "Seresto flea collars" you'll be amazed at how many of these sites exist. I believe most of them are run through Shopify Inc.

Chinese Web Sites or on Social Media ads easy to spot (once you know the below signs) so buyer beware.
1. No return address on the returns policy............thats because the site will look as if its in your country (where they despatch goods from) BUT they will ask for returns to go back to China (returns depot) at a shipping cost nearly always more than the item is worth.
2. No contact telephone number............if you click on contact the most you will get is webmail or an email address.
3. No company address information.
4. Great looking items at bargain prices that turn out to be tat.
In the event of a dispute you need to bear in mind possible return trackable costs before you buy from that seller / item / country because....
Paypal state this >>
PayPal is not obliged to reimburse you for any costs that you incur to comply with any of PayPal’s requests for cooperation for the purpose of resolving the problem (including, without limitation, costs that you incur to return a SNAD item to the Payment Recipient or another party as PayPal requests), although sometimes it may reimburse these costs.
Although they will compensate you for some of the cost if you have activated this at some point before you made that transaction....or your countries link.

You also have the option to do a chargeback via your card issuer instead of a Paypal dispute if you funded your Paypal payment via a credit card.
Advice is voluntary.
Kudos / Solution appreciated.
