Dispute with ebay buyer, money disappeared on Paypal

Hello, so I have a major problem and I can't connect to anyone on Paypal. Here's the issue, I hope someone can help me out with this.
I sold an item on ebay. The buyer paid me via paypal. It was a direct transfer (no on hold payment etc). I transferred the amount to my bank account. I was moving apartments at this point and realized I had lost the sunglasses somewhere. I notified the buyer and told her I will be cancelling the purchase and sending the refund. She was okay with it. And that is exactly what I did through Ebay.
Ebay after a week or so notified me that the cancellation could not be completed. I don't know why but at the same time, the buyer opened a dispute on paypal for a reclaim of the money. Paypal put her initial payment now as on hold, which meant my paypal went from 0 to -52.50. I assumed paypal took the money from me and sent it back to her. So I went ahead and did a bank transfer from my bank account to paypal to balance the negative balance since I don't like my paypal to be in negative.
A couple of days later, the buyer informed me that she still had not gotten the refund. Now that's where things get confusing. After I checked, my paypal history is still showing her payment as on hold, she did not get the refund and even though my balance on paypal was fixed back, the fact that I had to balance the negative balance of -52.50 (which is the exact refund amount) does not even show on the activity. I sent 4 formal complaint emails to Paypal, talked to them via phone ( the guy kept blaming ebay and saying he had no idea without even listening to what I was trying to explain ) and their facebook messenger response it horrid.
Paypal is still telling me to resolve the dispute meaning I would have to pay another 52.50 euros if I send a refund. That means I'm paying 105 euros to paypal of which 52.50 will go unaccounted for because Paypal just ripped me off. What do I need to do because it's been more than a week that I've been trying to get in touch and resolve this issue and paypal says the last date for the resolution of the dispute is 31st August
