I saw ad on google for a grill from basgray ,clicked the ad link to buy a grill and they asked me to provide paypal and charged me $89.50 but when I got email from payapal I  saw the suspicious merchant name with dubious spam email also item description was not reflecting grill it was again some spam item description in  paypal reciept was DEGZHE gi22jy35 Item# 1 which is spam.

Transaction ID: 5YH32408NK6352407 $89.50 merchant is spoofy ZHANG <removed>  which spoofy email with domain  hoteymail.club.

Later I discovered that it was spoof website to cheat innocent customers. I immediately reported to paypal and bot opened the case and in after few hours closed it. When i try to report and create dispute saying select the transaction paypal website is not allowing me to proceed says case already closed. It did not even let me select that I did not got item from this spoof merchant.

I tried to call my bank and they said as i have used paypal i have to work it out with paypal, if i would have used my bank directly then they would help.

Please be aware with this  fake website https://www.basgray.com/  The actual product is not available on their website and contact information is fake i tired to reach them, also the social media link like facebook etc are also not reachable this is only 17 days old website. Other people are also reporting about this fake web site. They also accept only paypal as mode of payment. Please see the details on this video whick talks about this fake website

Not sure how this spoofy merchant was allowed to registered in paypal.

Please help me on how to get back my refund. As Paypal do not allow me of give option to report that this spoofy merchant did not shipped the item as its fake.

Yes!! EXACT same thing happened to me. An add for Under Armour clothing popped up on my google ads, and sent me to a website that looked like a legitimate Under Armour website. Everything appeared legitimate, until I went to complete my purchase, and was transferred to Paypal. That's when I noticed the suspicious sellet info, and additional chrages that were added, but was not able to cancel the transaction. I filed a complaint IMMEDIATELY with Paypal. They denied both my initial claim, and my appeal. They just took the sellers word for it, and blew me off. Apparently the "seller" , Huang Yonghao with email from hoteymail.club responded to paypals emails, and provided them with bogus tracking info. I never got a single email from the seller, to confirm my order, provide me with shipping info, or to even provide me with an order number! I also never got a single response to any of the emails I sent them regarding my order. I informed Paypal of all of this in my complaint, but they still denied my claim. Now I see that you, and others, reported the same thing to Paypal, and they completely disregarded you, as well. It all seems very suspicious to me!! Since Paypal apparently doesn't want to assist it's customers when they have been victims of fraud, I am planning to contact Google ads, and the US postal service, to follow up. Hopefully they are honest, and care about their customers

I had the same problem too with this seller. But because I am so stubborn, I had to put in a lot of work to get Paypal to reverse their decision. Due to the tracking number not showing that the package was delivered to my address, Paypal informed me that I need to contact the Post Office to find out what address the Post Office delivered the package to so I went there and they were able to provide proof that the package was delivered to an address in my zip code, but it was not anywhere near my address. The Post office will enter in the tracking number and it will provide them a GPS coordinate of where the package was delivered. They will then enter the GPS coordinates into Google maps and it will provide a physical address. The Post Office printed it off for me and I submitted to Paypal and they just reversed the decision on my behalf. I have attached a copy of what the the Post Office provided me and I submitted to Paypal. If you're willing to put in the work, Paypal will have no choice but to reverse their decision and issue you a refund. Good luck!
