I bought 2 cards from steam from a facebook seller, I payed 110 euros and he just stopped answer me when he got the money and started say that the money was freezed and he couldnt move to his bank account and he didnt gave me what I bought for, what I can do to get my money back? help me!

Just dispute the payment as item not received. Click “Report a problem” in the transaction details.
PayPal holding the money, not you. They gots to fork over the goods to you and mark the transaction as order processed and you have to confirm receipt. If you don’t, they have to wait the full 21 days so they still get their money. Seller cannot hold your items hostage. This is how the PayPal hold on funds is released for digital goods.
