Good evening, 
I would like to discuss the matter of the fine I received from Inkasso on your behalf.
I have been using PayPal as a means of paying online regularly and have never encountered any problems regarding payment.  I was in Germany as an exchange student and I returned home at the end of August. It was required of me to close my bank account before departing Germany, which I did. However, a few days before closing my account, I ordered some items from one website in the amount of 60.54 euros. I was not aware that the money had not been withdrawn from my account as it is usually the case with PayPal (at least in my experience) and I closed the bank account since it was my last day in town and I could only do it there. 
 
On August 28th I received an email from PayPal, saying that there was no bank account linked to my PayPal account and that they had paid for the goods I ordered, so the next step for me would be to transfer the money to my PayPal account with additional 3 euros as a fine for not having sufficient funds on my account and that they will withdraw it from my account. The moment I received the email, I asked a friend to help me out and transfer some money to my PayPal account, so that I can settle out and finish all the instructions I was given. I had 12 US dollars on my account which converted into 10.52 euros, added to 53.02 euros from my friend, my balance equaled to 63.54 euros, just enough to cover the bill.
 
After several days, I left Germany in hope that the debt had been settled. I never noticed that the money is still on my account and has yet not been withdrawn. I am unpleasantly surprised with this fine from you stating that I owed them 135,06 EUR, since I followed all the instructions given and had intended to pay everything I owed. 
 
I hope that someone would be able to help me since I cannot call the Contact Center and I only receive the automatic email replies when I try to contact PayPal. I also tried contacting Inkasso, but they are claiming that my account has negative balance, which it does not and they only extended the payment period which does not really solve my problems.

Click on the words "Help / Contact" at the bottom of paypals pages and use the phone option in the blue band at the top OR very bottom of page dependent on what country you are in. Scroll down past the list of help questions and click on 'Call us' bottom of that page. Log in and get the code.

Thank you @kernowlass! I did not think about Facebook, I will try it. I did message them via contact center, but I only receive an automatic answer. I cannot call them since I do not live in Germany anymore. Although I read in many places that they prefer you calling them.
