Issue with Paypal case PP-D-39215096

Hi there,

Describe the whole situation, because I am dismissed through Paypal every time I write or call.Where should I report a scam?
I bought shoes on Ebay for £ 250, which I returned to the seller as a defective product (I have pictures as evidence). The shoes were returned to the seller on August 24 and I did not receive a refund. Tracking number is : ZR234811480GB .
To date, September 28, 2019, I have not received a refund or shoes.
The seller is dishonest because he gives the tracking number that he sent the shoes the first time. And in this way Paypal believes the seller and closes the dispute in favor of the seller.
I am left with nothing. The seller only promises a gift card and I am waiting for a month.
You think it's all right!And where buyer protection. What about policy rules!
I'm supposed to be fooled and robbed for £ 255.Is anyone able to help me or someone competent?
I want to open a dispute or report this to the seller as dishonest

Did you open an ebay dispute?

Did you scroll down to select one that said the item was faulty?

Did ebay find in your favour?

Did ebay tell the seller to send you a shipping label?

Did you send it back using that label?

OR

If all that failed then did you open a paypal dispute for item received but not as described?

Did you escalate to a claim?

Did paypal find in your favour?

Did paypal tell you the address to send the item back to?

Did you send it back trackable?

Did you give paypal that tracking number?
