Limitations...support says fixed but wont work?

Hello, I have had my PayPal for multiple years now with zero issues. Today I attempted to pay an invoice and got an error message. When I checked into it my cards were all valid and had money, but states that I need to confirm the bank account which is the same account I used to start my PayPal account as has never had issues. I went through the steps to complete the verification 5 times which stated successful every time but did not lift the limitations. I even went to customer support who messaged me back a few hours later saying it was fixed, the limitations were lifted, my account should work perfectly fine now. Still doesnt...says same issue. I have moved a few years ago and my "default" address is my old address but PP wont allow me to remove it or assign my new address as default. It wont even allow the screen to open to pick pay with bank, balance, or card. Just gives me the same old limitation message that Ive verified and customer support states was fixed. I used my PayPal just 2-3 days ago, so no clue what triggered this random lock out. Anyone have any info that can help me get this fixed?
