Petition Summary
The petitioner claims that the payment service PayPal in Luxembourg is infringing Directive 1995/46/EC on the protection of individuals with regard to the processing of personal data and on the free movement of such data. According to the petitioner, PayPal does not delete personal data when the contract is terminated and the deletion of the data is requested. The petitioner also claims that PayPal blocks accounts in an unannounced and arbitrary way as soon as a large amount of money is deposited. The petitioner considers this to be confiscation of funds. In order to release the money, PayPal demands very personal information, such as bank statements, copies of accounts, contracts from suppliers, etc. Another arbitrary measure is the setting of a minimum reserve, where PayPal retains each payment until a certain amount has been reached. The company gives no reasons for setting a minimum reserve, nor for determining the amount of the reserve. Moreover, citizens cannot hold PayPal liable. According to the petitioner, the German regulatory authorities such as the Bundeskartellamt and the Bundesanstalt für Finanzdienstleistungsaufsicht cannot supervise PayPal either and refer to the Luxembourgish regulatory authority which, in its turn, refers to PayPal’s general terms and conditions which are subject to the law of the United Kingdom. However, a complaint against PayPal in Luxembourg on the basis of UK law is unaffordable for most PayPal customers. The petitioner requests the intervention of the EU.

Although PayPal claims that only a small limited number of PayPal accounts goes under review how come i know 3 people already that had exactly the same issue.
1st Case
Excess of cash had his account closed apparently because there was a big number of transactions made at his account the reason was simple he was selling all his videogames collection at ebay to start his business result account closed and 180 days hold problem solved after the 180 days when he shout at Twitter that PayPal Stole My Money fortunately for him he became a respectable community manager at videogames developing world having contracts with nintendo, sony, microsoft, sega made him not a good case for paypal to mess with cause the retweets were starting to rain so the problem was solved after that tweet but more then 180 days later
2nd Case
A friend of mine was student here in Portugal and he got a large sum from his parents to pay his 1 year housing cost and tuition fees result: paypal hold his funds indefinitely that his parents just had to ask for bank dispute in order to get the problem solved that took nearly 1 month thankfully his parents did had enough to send again by Western Union the cash.
3rd Case
A friend of mine was giving Math classes over the internet for students that were having troubles learning, one of his online students wrongly made a dispute but closed the case almost immediately but my friend was using the University VPN to access some of his teaching resources: as result the account as also banned
4th Case
I recently opened a social media services business after landed a big customer my account was first limited and then closed result: refunded most of my customers and asked them to pay me in another way.
So if only a small number of cases are reviewed and closed by law of probability knowing 3 people besides me from different cities different backgrounds selling different services what i can conclude is that i can easily get killed by a thunder then finding at my closer relationships 3 cases besides mine of closed accounts.
So what can i conclude is that number is not that small and it should be a pattern there somewhere
