PayPal is refusing to verify my identity

Ever since I have earned over 1k on PayPal, I was required to verify my identity. Whenever I send PayPal the documents they keep refusing them. They’re not telling me what’s wrong with the documents that I have sent. I have sent them my passport and my billing address yet they still aren’t verifying me. I have until August 20th to verify my account or else it will be further limited. How can I get this fixed ? Also when I signed up I made my birthday 1998 when in reality it is 2003. I also want to get this fixed. My account is managed by both my parents, they have access to my account and monitor my use. I have emailed PayPal about a week ago but there is still no response

When an email is sent requesting additional information from you, it will state on the email the reason why the previous documentation was not accepted. Please carefully review the emails you have received for this information. As you are under the age of 18, you are not permitted to have a PayPal account. Once the documentation has been received and verified, you will be unable to use PayPal until you turn 18. The documentation will still be required to verify your age and release any funds on your PayPal account balance.
