Payment Under Review?

Hi, I just started using PayPal and I sold an iPad to a person through Facebook marketplace. He lived in the same town as me so we met up and I gave him the item. The funds show as available in my account, but when I go to do instant deposit it tells me their needs to be a more in-depth review (Up to 24 hours) for this transaction to go into my account. Upon reading PayPals Help Center page in regard to this exact issue, it states that PayPal does these reviews to protect the seller from risky transactions. They literally give maybe 2-3 sentences describing the reason for the review. Well here is my question, how is it that I can sell an iPad in person, the buyer gives me the money, but now I am home, no iPad, no money, and the only help PayPal offers for the reason the review is happening is to protect the seller? I feel like I am being scammed especially because the buyer got his product, PayPal collected their fee instantly and now I'm left with nothing.

Your supposed to wait for the review to complete BEFORE sending the item.

Also.....

You should never use paypal for an item that is to be collected or personally delivered as you have 0 seller protection.

Your buyer can collect the item and then file a dispute.  As you would have no tracking number to prove delivery of the item to him then you would lose the dispute.

You should always go for cash on collection for items that are collected and refund any paypal payment.

That way you have cash in hand / no wait / no fee / no risk of a dispute.
