Son's email address has been used to create a Paypal

My son's email address has been used to create a Paypal account, the name of the person who has opened the account is Jude Wright (I can see this name from the emails in the inbox). I called Paypal who said I am not the account holder and cannot pass security, I have told them that this email address should not be associated with any account as it belongs to a minor, though they don't seem to understand. I have tried to do the forgotten password link but this simply gives me the option to reset it using the paypal app, which obviously we don't have access to. I am at a loss as to what to do.
