I've been scammed on Etsy, going back and forth with Paypal. the seller gave an already used FedEx info so that I cant get my money back, what do I do? PayPal won't believe me and won't even call fed ex to verify my info

APPEAL
To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address.

When you have that, contact PayPal via phone (log on to your account and click Contact at the bottom of the page, however that may not be an option at the moment due to covid), or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.
You also have the option to contact your card issuer if you funded your paypal payment that way and see if they will do a chargeback for you.
Advice is voluntary.

Same. Paypal closed the claim immediately upon getting a Fed Ex number from the seller. Didn't wait til it delivered. Didn't ask if I ever got the package.
But the Fed Ex number was not addressed to me or my house. The package weighed almost 10lbs and what I ordered was 1 lb. Fed Ex confirmed verbally to me that it was not to my house, but they cannot give this evidence to Paypal. Paypal will not reach out to Fed Ex.
I paid for the item. I never received the item. The seller never contacted me after I contacted them. Etsy closed their store and referred me to Paypal.
Paypal did not have my interests in mind. I don't think I can use the service anymore. It is an obvious scam and both Fed Ex and Paypal are allowing it to happen. Furthermore. Paypal made me feel like the criminal in all of this. Its maddening.
How can you close a case with just a Fed Ex Tracking number? I guess I have come across a foolproof scam. Question is how do they get Fed Ex tracking numbers. Works at amazon distribution center?

Fed Ex does not provide the document you are mentioning. They will not give any information about the shipper or the address being shipped to. They will verbally tell you that it was not addressed to my name or my address, but that is it.
Paypal required a document. Will not contact Fed Ex.
Paypal does not verify that Fed Ex tracking is going to your house.
Huge loophole. Paypal was no use and a waste of time.

Oh and another funny thing here is the question is marked as solved.
It is not solved other than the solution being to do a chargeback with you CC.
