What happens if I win a bid on eBay today, my PayPal account doesn' t have sufficient funds and would need to draw from my home Bank account which does have funds?
Is there an overdraft charge for that?

If you have your bank account attached to your Paypal account, paypal will take the funds from the bank account, it would be sent as an e-check.
If you also have a credit card or branded debit card (m/c, visa) attached to your paypal account the payment from your bank account will be instant.
Also it is always to fund you internet purchaseds with a credit card or branded debit card. Most branded debit cards have consumer protection
