I'm Soo Wound Up Right Now !!!! My Heart Is Beating Almost Out Of My Chest ! ! !
On The 5th October I bought a Mobile Phone From Ebay,a China Seller,Bought And Paid Instantly,Next Day i Get a message from ebay loss prevention saying i should'nt go through with the transaction,Too Late,I Did The Day Before..So i went to find the ebay auction,it was gone,and the Seller was "No Longer a Registered User" i looked at his last feedback and he had 6 negatives saying he was a scammer !! so i immediately went to paypal and started a claim,Next Day I had a reply from paypal,the seller provided a tracking number,Then..the other day i had i card from royal mail saying they have a parcel for me that needs to be signed for,i thought yayy my phone,i went down and signed for it,it was from the seller,but it was'nt a box with a phone,it was a small envelope with a chinese coin in it,i've clearly been scammed
Soon as i got it i went to paypal and changed it from "item not recieved" and change it to "not as described" which has took me straight back to square one..to top it off,i got a message this morning from paypal saying if i want a refund i will have to send the "worthless piece of crap" back to the seller at my expence and provide tracking,it is'nt worth the expence of sending back,it needs to be thrown staight in the bin,its worthless trash !! its all wroong wrong wrong !!!! the scammer has covered all angles,he knows full well i will have to go through a painfull and drawn out process just to get my money back,and the address that they provided is probebly either a bogus address or an empty address,my piece of crap envelope with a piece of crap coin in will never be signed for..what aload of crap this whole thing is,i'm an innocent victim thats lost my money,YES MY MONEY,And i bet there is many other victims too,And now i have the double kick in the nutts now because i have to fight to get it back !!!,i dont know what to do now ??? i feel like clearing out my paypal account and never buy from ebay ever again !!!!!! buyer protection My Arse....

The item was received but not the one you were expecting and their is a dispute clearly for that, you then need a crime reference number when you provide PayPal with this dispute is found in your favour.
PayPal cannot take just your word for it and require proof that you are telling the truth, if they just took everbody's word for things they could end up in a lot of trouble.
You can appeal the decision on a dispute for up to ten days after a decision has been made.
Appeal and follow the correct procedure.

Sorry..i never saw your reply,i have a problem,a big problem !! earlier,i thought..i will just have to forfit some more money and send it back to china recorded with tracking,but i went and checked the dispute instructions from paypal,it says Please send the item back to the seller,Please provide online tracking information.and here is the important bit..""Once we confirm that the merchandise was delivered"" we'll process a refund based on our protection policies.
well here is my problem,there was never any phone,the phone did'nt exsist,it was a scam,the only people that does'nt understand is ebay and paypal,there is no need to send it back because it will be money down the drain because the scammers will most definately have been really cleaver and gave a bogus address,there wont be any people there to sign for it,so it will be a waste of my time and my money,and whats more,i am thinking if it gets there and does'nt get signed for,paypal will say "sorry,hard luck" these people have obviously done this scam with intent to decieve and conn people of there money,i offered to provide close up pictures to paypal of the small envelope i got,which the tracking number can clearly be seen,but there is no way of doing that..its just ridiculous !
Please,If Any Paypal moderators read this,eg Lucy,Barry,David,or John,can you please look into this and advise me,there is no way i can email under the correct subject,all i get is options,and all the options dont apply to my problem !! then i get automated replies.... please help !!

I have am sure advised on this, you initiate a SNAD dispute, the dispute is you received an item that is not the item you purchased. You obtain a crime reference number from the police, you issue this to PayPal, they refund you.

Hi Paul,
what Classy_Diva says is more or less correct. You should not be asked to return an item like this as it is an obvious attempt to defraud you. It only happens if the seller responds to the claim requesting that you return the item for a full refund. Your best option in this case would be to contact customer service directly and explain the situation.
Log into your account at www.paypal.co.uk and click on 'contact us' on the footer of the page, then choose contact by phone or e-mail, depending on whichever you are more comfortable with.

I cant thank you enough for your support and advice,i was on the verge of giving up and write this off as a bad experience,but since i asked for your help, i have recieved a new email from paypal giving me the advice i need and they have now asked me to get a crime report,it is 7pm here in uk right now and my local police station is closed until in the morning,but tomorrow i am going to go and report this, i will ask for a crime number and a report,then i will fax it to paypal and hopefully clear this up,all i can say now is..wow i'm tired and my nerves are in bits right..i will keep you all updated on what happends in this case,and once again i want to thank you for your help and advice..and please...watch this space 🙂

Hi..Istill Have A Problem !!!
i attended my local police station today at approx 2.pm,i took all the apropriate documents regarding this claim,the police officer told me that they dont work the same as other countries e.g Usa,they say they normally dont get involved with this sort of thing but they took some information and a brief statement of what happened,Then They told me to contact paypal and give them the Greater Manchester Police Contact Phone Number and to give the Crime Ref Number (which i have) and todays date..but there is another problem,there is no option to give this information,the only options i have to upload are gif,pdr,jpg files,i have uploaded a picture of the small envelope i recieved from the seller,but i cant upload the info i have,the police gave me nothing exept the crime reference number to forward on to paypal..Trying To Get My Money Back From This Scamm IS becomming the Hardest Thing I have Ever Had To Do..Paypal definately needs to update there site to make it easier to communicate and make it easier for people to give information

You can upload a document via Ask Louise, ask the question how do I change my name on PayPal, then pick the one that closely resembles that, it will bring you to a page whereby it asks you to upload a marriage cert etc., you upload the crime report instead and entitled it *Crime Report*.
Then submit, ring PayPal about ten minutes later and ask them to associate your upload with that claim.

Hi Paul_Brooks,
If your local police have advised that they are not willing to give you a physical copy of a police report, it shouldn't be too much of a problem. If they have given you contact information for PayPal to call your local police to verify what has happened, you can provide the information to us and we can try and call your local police for you.
You will need to provide us with the phone number for your local police, the crime reference number, the date you reported the incident to them and also the name of the officer who took the report from you.
The easiest thing to do is contact us directly and we can assist you further.
