Casino not paying out - dispute?

As per title, I made a number of deposits with a casino. They are now refusing dragging their heels to pay out winnings (difference between deposits and winnings is about £50 in my favour). There is no issue with the legitimacy of the winnings (no bonuses etc involved), they are just not paying out, breaching their own ts&cs for withdrawal timescales.
Put bluntly, I want my money. I don't even care about the winnings. I'm considering putting in a dispute for all my transactions as the "goods" aren't "as described". Thoughts?

if you file for item received but not as described and paypal find in your favour then you have to "return the item" back to the seller before being refunded............you could try non receipt of item !!
failing that threaten them with legal action / trading standards.
Advice is voluntary.

Non-receipt sounds like a better idea. Problem is, is that I have ~5 transactions to them so would need to do the same for each. Trading standards isn't an option, as they're regulated in Malta. They're not even small-time crooks, they're a major advertiser on on of the "big 5" terrestrial channels.grrr
