Who is paypal working for ?Not the buyer I bought an item and never received it the seller sent it to wrong address paypal judged in their favor  I recently bought another item and only received 1 of 4 items purchased  what  will paypal do? Not lose a transaction so I gurss it will be up to ebay to ensure they make it right as paypal will not

The seller has to send to the paypal registered address of the buyer, so if your address is wrong on ebay or paypal then it will go to the wrong one.

If you only received 3 and not 4 items then file for item received but not as described but if it was an ebay transaction then file via ebay.

Ebay owns paypal they have the same rules re buyer protection.

As I buyer i have never had a problem.
