Refund Fee from August 10th 2010?

I refunded a payment to a buyer and I am charged the full $16 fee to refund the payment. I read through the new policy changes and it says that the refund fee will be added after August 10th. Am I mistaken? Anyone know what is going on. Is there any other better service now available?

How much was the payment? Did you use the "Refund" link on the PayPal Transaction Details page?

 

The new policy which is effective August 10th doesn't add a refund fee... it just doesn't refund the fixed (30 cent) portion of the fee... the rest of the fee (the 2.9% part) will still be refunded.

 

What refund information do you see on the payment's Transaction Details page?

I too have a question on the fees that I"m not clear on...I issued a refund (partial) for a client of $660, expecting that my client would get the entire amount back...but PayPal took out $19.44 as a fee...I'm told that his PayPal account is 'connected' to his credit card and checking account and that he moved the money, once received in his PayPal account, back into his checking account...which I would have thought is a free transaction...what would your understanding be of these fees from the scenario I've just given?  Thanks for any help.

Are you sure you didn't misread it and PayPal was crediting you back $19.44 for the PayPal fees? I think that's what happened. PayPal fees should have nothing to do with the buyer unless it's a personal payment.
