how do I change who pays fees.

It says I can decide who pays fees, payee or me. I would like to change it so the person who pays me sees they are paying the fee. I charge anyway but want them to see it for them selves. Thanks for any help

For Personal Payments, the sender decides who pays the fee... the sender has that option on the PayPal "send payment" page.

For Purchase Payments, the recipient pays the fee.

This is explained in the Fees section of PayPal's User Agreement... here's the link...

Note... it is a violation of PayPal's User Agreement for the seller to charge the buyer a fee for accepting PayPal payments. Section 4.5 of PayPal's User Agreement states...

4.5 No Surcharges. You agree that you will not impose a surcharge or any other fee for accepting PayPal as a payment method. You may charge a handling fee in connection with the sale of goods or services, as long as the handling fee does not operate as a surcharge and is not higher than the handling fee you charge for non-PayPal transactions.

Another section of PayPal's User Agreement explains that sellers are not permitted to ask buyers to send Personal Payments. Here the text and link...

 

4.1 Receiving Personal Payments.

If you are selling goods or services, you may not ask the buyer to send you a Personal Payment for the purchase. If you do so, PayPal may remove your ability to accept Personal Payments.

I just got off the phone with PayPal for this very reason, "how to charge my clients the PayPal fee (when using a credit card). But they did not mention these rules. However, could PayPal create a button to calculate what the "handling" fee will be in the invoice section when requesting money/payment? Or would this still be breaking the rules too? Because I thought the fee is 1.9 - 2.9 +.30?

If you don't accept any other kinds of payment, just increase your item price by 3%
