I sent some money to someone for a vacation condo rental. Apparently I didn't mark the transaction as personal and as a consequence some fees were incurred. Can you explain this to me..???

Why would you want to send it as personal,  it was business, you rented a condo.

Was it the seller that wanted you to send it a personal.

Yes, it was the seller who wanted me to mark it personal. Apparently there is no fee if it's personal and there is a fee if it's business. Since a fee was payed does that make the transaction safer for me..??? I am new to pay pal and I am just trying to understand the system better.

Two reasons why the rental owner

1. there is no fee when sent personal, funded from bank account or paypal balance.

2. There is no buyer protection for personal "payments", that means if you have a problem you are out of luck

13.3 Ineligible Items. PayPal Purchase Protection only applies to PayPal payments for certain tangible, physical goods. Payments for the following are not eligible for reimbursement under PayPal Purchase Protection:

  1. Intangible items, including Digital Goods
  2. Services
  3. Real estate, including residential property
  4. Businesses
  5. Vehicles, including motor vehicles, motorcycles, caravans, aircraft and boats
  6. Custom made items
  7. Travel tickets, including airline flight tickets
  8. Items prohibited by the PayPal Acceptable Use Policy
  9. Items which you collect in person, or arrange to be collected on your behalf, including at the retail point of sale
  10. Items that violate eBay’s Prohibited or Restricted Items Policy
  11. Industrial machinery used in manufacturing
  12. Items equivalent to cash, including prepaid or gift cards
  13. PayPal Direct Payments
  14. Virtual Terminal Payments
  15. Personal Payments

So, it sounds like although a Fee was paid with my transaction because it was marked business rather than personal, I still have no protection since the money was to rent a vacation condo. Real estate is excluded from protection. I am assuming that rental real estate is the same as real estate purchase. In conclusion it seems that the only way to protect myself is with a credit card and that going through paypal, under this circumstance, costs a fee for which I get nothing in return. Is this correct..???

Correct there is no protection for personal or business sent payments.

But you buyer wants you to send a personal payment, that is funded from a paypal balance or bank account, or you pay the sellers fee.

Correct you should fund the payment with a cc.  The paypal fee for a $400.00 transaction would be $12.30.
