Where do I determine who pays fees?

I have heard that I have the option when sending money to incur the fees for the transaction. Where do I select this option when sending money?

For Personal Payments, the sender has the option to pay the fee... there's an "I will pay the fee" check box on the "Review your payment" PayPal screen.
For Purchase Payments, the sender does not have that option... the recipient pays the fee.
If you wish to send a Purchase Payment and pay the fee, you can use a reverse fee calculator to determine how much needs to be sent. Here's the link to one such calculator...
