The fee, if any, depends on the funding source used and the location of the sender and recipient. It's free for a US PayPal member to send a Personal Payment (gift payment) to someone in the United States in US Dollars if the funding source is bank account or PayPal account balance.
The "Fees" section of PayPal's User Agreement has all the details... here's the link...
