Sold Cell Phone - Now Buyer Claims Bad ESN - SCAM??

I'm posting on behalf of a friend who is currently trying to resolve a Paypal dispute.  It’s starting to look very much like a scam that, according to Google, is rampant and being ignored by Paypal….  

 

Here's the situation:

1. She purchased a brand new Verizon smartphone (via an upgrade) at a Verizon store.

2. Before even using the device, she decided she rather put the device on ebay and revert back to her old device.

3. The device sells, and about 20 days later, the seller emails her claiming the ESN is bad.

4. She immediately called Verizon and confirmed the ESN is fine and not currently on an account.

5. The seller continues to claim the ESN is bad, and has now escalated the dispute.

 

Now she is fearful Paypal is going to rule in his favor, and she lose both the payment and the device.

 

While highly subjective, it’s also worth noting that seller writes very short, poorly written emails.

 

Has anyone else experienced this?  If you’re listening Paypal Customer support, can you tell us exactly what we need to do to make sure this buyer isn’t scammed, especially while the dispute is still open?
