I'm sorry to hear that you're having issues reaching the PayPal website. Are you using any software that blocks certain sites? Are you typing https instead of http? Are you having trouble with any other sites? Are you able to log in on the mobile app?
These troubleshooting questions may help in determining if the problem is something that needs to be changed on your end, or if there's something else at work. If the problems persist and adjusting the things I mentioned don't help, please contact Customer Service for further troubleshooting. You can find your contact options by clicking Contact at the bottom of the PayPal website.

One more thought - are you traveling at this time, or using a network that has a firewall in place that might be the culprit?
If not, I definitely would suggest reaching out to Customer Service as mentioned above. A representative can forward your information to our technicians, and document the issue in case others are experiencing it as well. The only way for us to get on top of these issues is to receive reports of them along with related information that must be collected in private and secure contact, so I appreciate you for bringing it up, and hope you'll proceed to report to a representative who can push it along further!
Lastly, I recommend against using a VPN to connect to PayPal, as the terms of use in the User Agreement do indicate that any sort of proxy is not permitted. I would hate for you to stumble into limitation based on sustained use of a VPN, so I thought it appropriate to caution against this.
