Why did PayPal make NSFW commissions against their policy?

Why would they make NSFW-related trabsactions against their TOS?
I don't sell or buy NSFW-related services via paypal, but that policy is just plain idiotic and has **bleep**ed over a bunch of NSFW artists.
No reasonable person actually cares if someone commisions an artist to draw porn, and it's a huge loss of revenue for PayPal.
This decision just screams "We have religious americans on our board and they think sex bad"
If i want to send my friend money and put "haha penis" in the caption i now have to be scared their account will be deactivated, which is just ridiculous.
