Closing a Limited account with no balance or outstanding transactions

I I have been asked for Photo I.d to continue using my account, I refuse as this is beyond what I think is acceptable. My account therefore stays limited. I do not want this account and have not used it for months, I have been told I can't close it without providing the details I refuse to provide, catch 22.
How do I stand, I opened the account with the info they wanted, can paypal just change the rules and then keep my account open, with my personal details including bank cards etc in their database? This seems highly irregular.
How do they stand legally, does anyone know ?
I live in the UK not the US, if the US change the rules then surely the rest of us should haave the option to opt out.

Paypal wants more i.d. from you to keep using using your account as per the user agreement you agreed to when you opened your account.
If you don't verify that account it will remain limited.
You can't close a limited account, they do that so you can't open another one with the same details and financial information.
Your paypal account belongs to paypal and you can use it under their rules.

The account belongs to Paypal but I don't want them to have my personal card details any longer. I don't even want an account. How do I remove my card details from my paypal account without having to provide a photo?

You can't, either verify the account by providing the info that they want or leave it limited.

Well, I hope this helps anyone thinking of opening an account with paypal to think again. Look at the answers above, they can make the rules up as they go along and hey ho, tough if you don't like it. Welcome to the new world of customer non service, not even willing to try and help, take it or leave it, but I can't even leave it ! Well I will be spreading the word whenever I can, let's see how long this post stays out there.....

Your welcome glad you appreciated me giving up my time to respond to your thread and give you the facts.
Not sure what your problem is, I had the same thing and just sent a copy of my driving licence and all was sorted in a few hours.

Because I'm fed up with companies just gathering private data for the sake of it, if you are happy with giving yours away, so be it. I'm not.
If they are unhappy just close my account. After all that is what I am after. I feel like paypal have backed themselves into a corner. They want info and if it is not provided what do they do? They can't close the account at my request because I haven't provided the photo i.d they requested to unblock the account, as I said catch 22.
I don't want my open account details drifting around the internet when I have no intention of using it.
