Help! How can I add a comment box for customers in paypal check out?

I have a paypal business account and am trying to add a comment box to paypal check out. I've worked through the first part of this

but I don't have the options described here on my settings.  

I've added a comment box with paypal buttons (which I'm using on my site) but a comment box doesn't appear in check out (I've tried using a personal account not the business one!).

Help!

You can add a comment box to your PayPal Checkout. You will find more information on doing this here. This link brings you to our PayPal developer page which has lots of useful information to help you with your PayPal Integration.
