Documentation I have seen on PayPal help centre highlight they will only ask for personal information when I create my account (which was many years ago...)
I all of a sudden have a notification on my PayPal saying "Problem with your account". I can appreciate that once in a blue moon they may want to update my details and confirm it's all coshure. But I filled out the information, uploaded the various details and low and behold waited the 2-3 days as suggested. I then receive an email from a noreply email saying that my uploaded files are unacceptable (due to being unclear). I personally think the only person that would struggle to see my name on the driving licence would be a blind person. But, heck I just wanted my PayPal account to be unrestricted.
Now, I click on the button to "confirm my identify" as before, expecting to have an option to reupload my documents. And would you look at that, it says "thanks for your information, please wait 2-3 days".
See where I'm going with this? I've emailed any and all paypal addresses I have containing the "case number" and no response yet. That was 2 weeks ago, maybe more. On the 5th, I am to expect even more restrictions on my account. I can't comply with what's being asked of me if there is NO WAY to do it.
Yes this is written with a hint of angst which is why I thought I'd put it to the public in the hope that someone from PayPal actually sees it and helps me. Or, someone has also had to put up with this and then can suggest how to get past it. Ringing PayPal results in long waits and therefore I have no interest in calling them when I've already been emailed once by them.

Hi slowChemical,
Thank you for your post and welcome to the community!
In general, if you already submitted the documents but you have been required to provide additional information, you should be able to see in the Resolution Centre the option 'Add files'.
We can also provide you with an external link that you can use to upload the documents again. to solve the issue, please call our Customer Service or contact us via Facebook or Twitter @AskPayPal!
Hope this helps!
Martina
