paypal are a joke! holding my money for 21 days! mean't to be easy way! nothing but lies and stress!

I recently opened an ebay account and then a paypal account, as mean't to be easier. I got verified and have since recieved payments from sales. Now they say i can not withdraw or pay for the items until i receive positive feedback, give tracking number or else i wait 21 days! what a joke, i can not give tracking details, when items are collected in person, i can leave positive feedback for buyer, but i can not control when they choose to leave it for me, yet as they haven't complained, that shows there is no problem or they would let paypal know i am sure.
Why do paypal not mention this when you first set it up? I am selling, like most people because i need the money, it is discusting that i have to wait 21 days!
I believe they have breached on an agreement as they never stated these restrictions, it is false advertising.
To try and get through to them on the phone has been impossible as you wait over an hour, then your code runs out.
I wish to make a formal complaint to them, does anyone know how i can do this please? also any other organisations i can make aware of this.
If i knew this would apply i would never have used paypal, why should they hold my money, making interest. I am fuming,
please can anyone advise what to do?

I realise guys that you feel that the payment holds should not still be active on your PayPal account. If you wish, you can try to contact customer services and we can look in to it further for you. If you have been selling for some time through PayPal and eBay and you have a large feedback rating as a seller, we may be able to forward your information to a department in PayPal who can look in to it further for you.
You can contact us by clicking the 'Contact Us' link on any PayPal webpage. From here, you can then click the 'Call Us' or 'Email Us' link in order to discuss the matter directly with us.

Thats a joke surely!! Paypal customer service is one of the worst we have ever experienced. We either get a Far East below minimum wage operative only capable of sticking to the script in front of her or when we are lucky enough to get one in Eire we get told nothing can be done.
We had these ridiculous holds lifted a couple of weeks ago but funds that were put on hold while you were running this scam are STILL on hold. You have a three figure sum of ours that we want in our bank account. By the time you get round to releasing it and then transferring it on your extremely slow money transfer system - (this is the 21st century guys....nobody is convinced with the excuses you give out and it should be instant) - we will not see our money until mid to late March.
Calls to the laughable customer service gets us told that they have to run their course even though there is no justification for it. Its all a scam and as I've mentioned on other threads we will also add to this to our complaint we have made to the Banking Regulator in Luxembourg. Note its the actual Regulator and not, as Paypal suggest, a complaint to Paypal themselves. This is on the advice of the FSA, our accountant and our bank manager all of whom are appalled you are pulling this stunt.
If we could we would not use Paypal but unfortunately are forced to for Ebay sales....the only thing that is keeping Paypal afloat.

Hi there, yes the 21 day holds are painful. I think I have already explained above where we are coming from when we implement them. I can also assure you that all policies on PayPal are not written in stone. We do review and revise policies on an ongoing basis. However, I would also underline that all our policies are in line with the most stringent rules, requirements and regulations of the financial institutions that govern and regulate us. There is a thorough review done of the legal implications when creating policies and rules on our site.

Why is it paypal are still holding my money whenever i get positive feedback, had to wait 3 days last time and just today i had to phone paypal up to receive my money from an item i sent recorded, thought it automatically releases after 3 days. i'm tired of having to keep wasting my money phoning them up to release my money as its a premium call. whats going on paypal ?????

whats the problem people we all know paypal sucks and will attempted to hide behind their terms and conditions to keep your money for as long as possible the only way forward is for all paypal customer to leave and start using a number of other services that are better and currently available, had this issue myself and called up paypal to talk with some little cocky **bleep**, in the end i just refunded the customer which mean palpal loses their commision and used somebody else to allow my customer to pay would recomend this to anybody just search for alternatives to paypal and there is loads

As I'm sure you know by now, Paypal's user agreement is superseded by the laws of any jurisdiction it operates.
If your agreement is in violation of local laws, well, it's basically toilet paper at that point.
Just wanted to educate you a bit.

The persons reply that its in the fine print is a croc. Like Southparks episode where those who didnt read the fine print are sewn together to make a centipede this is total bs. Anyone with a lick of COMMON sense knows its a KEY point as to when you get paid, make sure this point is stressed and comes up in a pop up window. NOT after you have already sold the item. This is reason number 410 ebay and pay pal need busted up by a act of congeress and Obama forcing them to behave in a civil mattere, not as a blowhard bullies looking for a az whipp

i Sold items (4) totalling £290 on ebay - shipped SAME day! Instant payment from buyer - I shipped Parcel force AM which means next morning, item was delivered safely and signed for by the buyer - buyer then leaves instant positive feedback yet no payment! Terms say 3 days after the latest delivery which was the 9th - now the 14th and still no funds! WHAT IS THE POINT in using paypal for these transactions, we sell our goods for turnover yet cannot access them! Paypal & Ebay need to start CHECKING the sales quickly for this to work its ridiculous - i understand the need for protection but quick, easy and no fuss sales should be rewarded and the funds should be released -there's no issues here simply just ridicuous!

hi,fellow ebayer. yes i am having the same problems. i have been using ebay for a few years, but alot more recently.This apparently is another reason for them to hold on to my money, because my activity has increased!.
I am a 100% position blue star ebayer,always pay immediately, post on time.they are holding money from a sale even though customer has received it delivered from me, and given me excellent feedback.
I do not know how you complain as i have never found that option on any of there webpages.
What's needed is a competitor to paypal to start up , with better customer aftersales service and prompt complaint handling.
don't think this will happen.!!!
