Activation of my account

I am new to PayPal and how can I know my account is activated or not? As it tells me to link a bank account even if I had linked a prepaid card. Another question is can I receive money or my account now?

Prepaid card is not accepted to verify a paypal account in your country and to allow auto withdrawal of funds.

There are people in my country who withdraw money on prepaid cards, or do I need another card for activation, and then I can use the prepaid card?
