I'm trying to add my new number and keep getting this message: Sorry, we are not able to process your request. Please try again later.

I see you're facing issues to add your new number on your PayPal account. When you receive errors like these, you can try to clear your cache-cookies, data and use a computer to perform the action. Make sure that you're able to receive verification code on your phone, because while making these changes you might have to complete certain verification. You can follow the instructions mentioned in the Article for more details.
