Creating a paypal account with Tin ID. No driver's license, passport, and national ID.

My daughter would like to create a Paypal account for her online job. She don't have a passport, driver's license, and national I yet. Can see create an account using her TIN ID? Or any other IDs?

No. Passport, driver’s license, or national ID card would be appropriate as proof of identity. The TIN ID would be appropriate as proof of tax ID number/tax payer status. For example, the USA has the social security number (SSN) card which identifies tax payer status/tax ID number. PayPal would request that card to verify user’s tax ID number/tax payer status and requests passport, drivers license or a state ID card to verify proof of identity.
And users have to be over 18 yrs old. If user is not old enough, you can let your daughter use your account under your name with your supervision until she is over 18.
