How to contact support in English?

I have an account in the Netherlads. I need to reset my 2FA after losing access to my phone number, but when I call the local Paypal number, the support line is in Dutch language, with no option to switch to English. I don't speak Dutch (I am an expat, and weirdly enough, Dutch language didn't get downloaded into my brain when I moved 😂). Therefore, I can't access my account. How do I contact support in English, to regain access to my account?

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.

Paypal phones when available (if you use the guest option on the UK site then it will give you the UK telephone number).

Hmm, thanks, but by calling UK, I will incur high phone costs, as I live in the Netherlands. Is there a way to speak to Netherlands country support in English, without having access to my account?
