How to recover account with no access to email or phone

Hi, my stepson bought something off ebay recently and used PayPal credit. He thought he was using his most up to date account however it appears that it was an old PayPal linked to his eBay. This old PayPal does not have a valid payment method on it so when it came time for his first payment, it bounced. They wrote to him and it was only then that he realised that it was done on the old account. He does not have access to the email (and doesnt even know what the email address is) and the phone number is an old one he doesn't have access to anymore. The payment method attached to this account is also an old bank card no longer valid. PayPal have been ringing for the money (on his current number which i assume theyve taken from his new account!) but won't speak to him because he cant provide the last 4 digits of the bank card or the email address for the old account. He wants to pay the debt and has the money to clear it right now but they just won't speak to them and ive been unable to recover the account online because we don't have the email or phone. What can we do?! Is there a department we can send ID into?

I understand your concern about your close one not having access to their account. I know how important it is to have your account running smoothly. In this situation, I would recommend the account holder to contact our Customer support team through the available contact options on our website so that our representative can help re-gain access to the account.

Hi, as I mentioned in my post, they will not speak to him because he cannot provide the email or last 4 digits of the bank card details linked to that account. He can provide all of his personal information but they say they can only speak to him if he provides the email and bank details..

I'm sorry to hear about the difficulty confirming identity information to allow the repayment of a debt. If the account holder is unable to complete validation as it is presented and no other options are able to be given by the representative at that time, it would not be possible to discuss the account details with them. I regret the inconvenience.
