Locked out of new business account (Email verification issues)

I was on my account before I was asked to verify my email before setting up some more details. I go to verify the email, and follow the link and it says "We're sorry, we couldn't confirm it's you". Cant request another email because I'm locked out and i can't confirm it is me because it doesn't work when I try. I have tried on both PC and Mobile(apple) with no help. I tried calling support but i can't answer the first few questions as this is a new account and I wasn't even able to put in details when I started. As of now, i am locked out of my account and seemingly have no way back in, nor can i log into that account and ask via the forums because they cant confirm my identity.
How do i fix this???

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
