Unable to cancel PayPal account because of Venmo?

I called to cancel my PayPal account a couple of weeks ago. The customer service rep said he couldn't cancel the account because of something with Venmo and that I needed to call them. It sounded very shady as he was unable to give me any details. So I called Venmo. They said that there was no connection between my Venmo and PayPal accounts and that the PayPal rep was mistaken. Both accounts are in good standing. Was the guy just jerking me around or is there something else I need to do to get the account cancelled?

In general, if there is a limitation on your PayPal account, if there are any pending transactions or any compliance or risk, and if there are any disputes/chargebacks, you wouldn't be able to close the account until that is solved. In this case, to know the exact reason why there is an issue while closing the account, kindly take a look at the Resolution Center, it will be notified. You can also reach out to our customer support team again through the available contact options on our website for further assistance. Support is also available through Facebook private messages or Twitter direct messages. Before you proceed, kindly try to take action from your end by following the steps in this help center article.

Not helpful. My account is in good standing with no issues. I did reach out to customer service again and they still are unable to give me a reason except that there is a known issue with closing account requests and they can’t give me a time frame for resolution. What a scam. This is all about the wave of folks wanting to close their accounts over PayPal’s recent policy changes.
