A shared account just between two people (a citizen of the EU and the U.S.) - is that possible?

Dear Paypal Community, maybe you'd have an idea about how and where I could set up such a thing...
Would Paypal bet a good choice to set up a shared Paypal account for just me (I'm from Austria/Europe) and a friend (she's from the U.S.) where I could send money regularily to which can only be withdrawn from her?

Only one person can be registered and use a personal paypal account.
Also that person has to have a paypal account registered in the country where they live as paypal is country specific.
Your friend can have her own paypal account and you can send her funds using the friends/family option.
Advice is voluntary.
