Check cashing

Hello, I’m trying to use the check cashing feature on my PayPal account but I get a “Failed Authentication” 403 Forbidden error message. Can anyone help me with that?

Yes I have a balance account. Thank you for the link, I followed all the steps but still seem to be having trouble.
