Daily Reccurring Billing Email Failed - Workaround for Declined Recurring Billing Payments?

Hello Everyone,
We're looking for any suggestions for automatically accessing declined recurring billing transactions? In the host of available PayPal REST and SOAP/NVP APIs, there does not seem to be a clean, consistent way to do this.
For many years, we successfully used the PayPal Live Recurring Billing Daily Detailed Transaction to have an automated way to see our daily recurring billing declines. On January 10, 2024, these emails suddenly stopped. After triple checking our mailserver, spam filters, and toggling the email by resubmitting the email address, I submitted a support ticket.
On the 16th, I ran out of troubleshooting ideas and reached out to merchant tech support. I was told, "This is an ongoing issue that is affecting multiple accounts. We are working diligently to fix this issue as soon as possible; we do apologize for any inconvenience this has caused you thus far. I have added your account information to our list of examples, ticket number CSTS0043936 and we have escalated this for further review to our Product Engineers. In doing so, no further response is required on this support case _____ so we will be closing upon escalation. "
In the interim, we need to find some way to automatically access this information. If there is an API I am overlooking, I would VERY much much appreciate any direction. We are a legal aid service and task automation helps us afford delivery of our free or low cost services to the clients we serve.
