Is there a way to restore a permanently limited account?

Hello everyone.
I was 17 and a half years old in 2013 when I registered to Paypal, and today they asked for my Identification, which I provided. Then I got an e-mail saying my account is permanently limited because I was not 18 years old in 2013, ten years ago, when I created my Paypal.
I only used Paypal a few time since I registered, but I did not make any transactions before I was 18 years old, only used Paypal for Invoices this week, and once in 2017.
Is there any way to fix this? Paypal even says that my limited account's given Bank Account and Credit Card info can't be used when creating a new Paypal account.
I even have to wait 180 days before I can transfer my funds currently on my Paypal account.

Paypal does not allow account holders under the age of 18.
PayPal asks for a birth date when you register so whilst you can make a PayPal account with false information the account will need to be verified to accept funds into your balance or lift any limits.
As you would be unable to verify your account it would be permanently locked for further use (even if you were over 18 when they discovered it).
You would never be able to use that illegally opened underage account again but once 18 Paypal may allow you to do a withdrawal of funds from that account or allow you to open a new account and transfer the funds across for you. Opening a new account is not guaranteed as you have already broken their rules once but you should get one of those options.
Advice is voluntary.

Yes, I broke the agreement in 2013 by registering a few months before my birthday, but 10 years later when I am 28 years old they restrict my account, this is my main issue. It's not like I used it to do shady stuff, especially that I don't think I ever used Paypal before 2017.
They do keep track of everything, don't they? 10 years....
