Hello I'm Jamaican why i can't add my country Jamaica in province only state from Canada are there

Sounds as if you have opened a Canadian paypal account instead of one for your own country?
Go to the settings cog next to log out and check what NATIONALITY is showing on the left side of that page, is it for your country or not?
When you click to register a paypal account there is a drop down list of countries with U.S being the default top option as Paypal is a U.S company.
You then have to scroll down and click on your own country to open the correct Paypal account for that country.
You can't use another countries Paypal account as it would never work properly and may be limited.
If you have opened another countries paypal account by mistake then you need to remove anything you have added and close it (if you can) and then open one for the correct country you are in.
Paypal is country specific and differs a lot country to country.

The option to add funds is unfortunately not available in every country and neither is the option to add a local bank account.
If you go to transfer below your balance and there is only the withdraw option then you won't be able to add funds.
You can however in most countries add a U.S bank account (not card) to your paypal account. This is because paypal is a U.S company and allows that option for U.S Paypal account holders working in other countries.
If you can't add a local bank account you would need to add a card that paypal accepts instead which you could use to purchase items once confirmed on your paypal account which would be automatic during checkout on a sellers site.
