Keep getting login attempts under random names

So for the last few days I have been trying to log into my PayPal to make payments to websites. All of them are legit payouts that I have tried to authorise myself. However, every single time I try to do it, without fail it will say "Cannot log you into the account ______@ hotmail. ___ "
It would make sense to have a login error that would be linked to MY account sure, but it's not my account email. It's some poor random person's email that appears on the list. I have 2FA on my account linked to my personal mobile. So how is it even managing to pick up someone else's account?

I genuinely feel sorry for the random people PayPal is trying to force me to login as.
