Let's confirm it's you. Get a text. Except no text is sent. If it was I would have received it. As I do with all my Bank accounts and any other service that requires a text confirmation. Sometimes on the 4th attempt PayPal will finally deem to send me a text. PS: I don't have WhatsApp (why should I?) and when I'm overseas (often) calling is prohibitively expensive.

Paypal is country specific so you shouldn't use it internationally, if you do then that may be why you have issues.
