Paypal India can't solve my problem, what to do next?

Paypal customer support can't solve my issue. They ask me to wait and watch and i have been waiting for a month now. My business account verification is pending for a month now (it was supposed to be done within 2-3 working days from the email i got from paypal India). No pending documents from my side. I can't accept any payment or use paypal in my shopify website. The customer support guys say they can't do anything about it.

Anyone faced the same issue and found a solution?

i have done everything and no documents are pending from my side, its just paypal who does not review (neither accept or reject) my business verification process.
