SMS verification code not received

Using PayPal for years with no problem but starting from the 9th of August can't log in to my account since SMS verification messages (6 digits) are not being received on my mobile. Contacted a mobile provider in Serbia (Telekom) and they replied that there is no filter or any other reason for preventing receiving sms messages from PayPal. Can't log in, and can't change the password since SMS is sent for both cases. Answered 2 security questions for authentification but after that, there is a message that PayPal can't confirm my identity.  Can you please provide the solution to this problem, since it is obviously a problem with the PayPal side.

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.

Thank you for the proposed solution. The Official PayPal group redirected me to a phone call. I can't send messages as you proposed as I need to be logged in, which I obviously can't. There is a non-official PayPal group here in Serbia and in the past 7 days there are over 200 complaints about the same issue, verification sms code is not sent to mobile phones. This includes 3 different mobile operators in Serbia so some huge problems occurred. Mobile providers are playing ping pong with us, they tell us that everything is fine, some that the problem will be solved, there are over 30,40 people who already called PayPal support with the promise that the problem will be resolved. 7 days later, all accounts are blocked and users cant use PayPal. Whoever fault it is, unfortunately, if people can't finish their financial transactions and this problem is not solved soon, many will be forced to look for some alternative payment provider. Same here. I just got the SMS from PayPal to login to this forum, but I can't get it for the actual login to my business account....I've been pushed back and from PayPal to my provider and vice versa for almost a week.
