• Try to clear your cache and cookies from your browser or use a different web browser to log in. If you're trying from the app, please try to re-install it.
• Try login in from a web browser instead of the app to check if you'll be allowed to access it.
• Log into your PayPal from one consistent device
• Make sure you are logging in from a secure location and avoid using any VPNs or Proxy Servers

Same issue on my Linux PC! I've even tried a (gasp) Windows machine no difference. Cache eliminated.
I set up a new account. as per "support" Have been on the phone with them seven times. Sometimes the rep could hardly be understood due to a foreign accent !
I even spoke to Supervisor, who knew less than rep!
They won'r transfer my account info to the new account, so all the credit I have accrued, is gone.
I can't login to make a payment so my credit score is going to suffer.
I have been a PayPal customer since 2005.
I have even checked the "Keep me logged in" square,
which when I make a purchase, it say's this is a trusted device so you won't have to log in.
There have been no unauthorized charges to my account So being "HACKED" is probably not the cause.
24 years using this service, and I am now totally disgusted that they "can't be sure it's me",
and the program crashes every time I try to "recieve a text". Then next time it replies "Lets try something else" ,
and again I get the "can't be sure it's me" blurb. "The try something else " has options I don't have
access to, or have never even set up.
I guess I will somehow pay off my balance, and then close the account for good!
It is no longer any good to me. I will not recommend it to anyone else.
