I have funds on hold. I am not a US resident, so I do not have a US Social Security Card, or a US ITIN. How can I resolve this matter with PayPal?

If you do not live in the U.S then why are you using a U.S registered paypal account?

You would not be able to get it work properly if you do not live in the U.S so you need to close that account and open one in your own country.

@kernowlass thank you for your response to my question. I actually have a mail forwarding address in the US since 1999, and have used it for Amazon and other types of shopping orders. Then Ebay required that I have a PayPal account to purchase from them. So, using this address, I was able to get a US PayPal account. Then, in 2018, I was able to get a bank account opened in the US, to which I linked my PayPal. Since then, I have been able to receive payments from clients with PayPal, and have been able to make payments. But now that these requirements are onstream, and I have funds being withheld by PayPal, I am in a situation whereby I need assistance.

My point really, you are not supposed to use another countries paypal account, at some point you will hit a road block and if you can't provide any information paypal require it would be permanently limited.

Try reaching out to customer services and see if they can advise or reverse the funds for you so you can close that account.

@kernowlass thank you for your help. I also tried getting the funds returned, but this is not working either.
