Where do I direct my complaint about shockingly bad customer service?

Hello, what is the best option to lodge a complaint about shockingly bad customer service? Amazingly, the page for their customer service complaints is "not available." I had an unbelievably bad experience with customer service on the phone today with many different representatives as well as with the system itself. I had to call at least 5 separate times because of being put on hold and then hung up on or being sent to an automated credit card system instead of to the right department after an hour of work just to get that far. Each time I called, I was made to answer the same questions for 30+ minutes (even though I was calling back after being disconnected or sent to the wrong place over and over again) and finally I was told I'd be called back by a manager, who obviously never called me back. I'm sorry to say but this is like AirBnB level bad customer service. Newsworthy level bad. People making tons of noise in the background, roosters in the background, people who barely understand English answering the call for English speaking PayPal, people giving incorrect information and giving an attitude when politely questioned to get the necessary information - which I never got. Incompetence at catastrophic levels. These are people who have not been trained and clearly have no concerns for repercussions for poor service. Hours of my time was wasted and I never got the information I needed. Is there a place for me to direct my complaint or has PayPal decided to become another stagnating blockage in the arteries of commerce leaving the BBB and/or FTC the only option?

1. Paypal phones when available (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.

4. Have you considered contacting Customer Service via Facebook or Twitter?

To submit your complaint:
- Go to Contact us.
- Click Feedback and formal complaints.
- From the 7 options, select the complaint type which best matches the scenario you'd like to address.
- Click Email Us. (You may need to log in.)
- Complete the webform with both your personal and complaint details.
- Review the details and click Send email.

I appreciate the answer. I was actually amazed when I clicked the link you gave to actually see a section that included feedback and formal complaints. I clicked it and I saw the "email us" option. I couldn't believe it! But, as you stated, I needed to log in and, when I did, those options disappeared. I see that you sent a link to the UK version of PayPal. I'm in the US. But I even tried changing the URL to the UK version and again they've locked me out of any ability to make a formal complaint. If I use the message option, I'm dealing again with someone at an outsourced 3rd party call center who is apparently not allowed to admit when they don't know something and who must go to any lengths to prevent you from being able to talk to someone who does. Perhaps, in the UK, the PayPal experience is still good and they still train customer service representatives to allow commerce to function. Unfortunately, here in the US, all of these companies' customer service is breaking down so badly that commerce is being dramatically interrupted. If you can actually just give me an email address, that would be very helpful. Thank you again.
