Why Won't Paypal Accept My New Address

I moved to a new location and I have been trying to change my address for 4 months and Paypal keeps telling me it is the wrong address?  What?  I have been living here for 4 months and receiving mail.  Why won't Paypal recognized my "New Address"

Incase the issue persists reach out to our customer support team to know what can be done next or to get an understanding of the possible solution to the issue raised. I did reach out to customer support and I was on hold for 45 minutes and no one came to the phone.  I have tried the AI assistant and it keeps telling me the city, state and zip code are not correct.  I don't get it.  I have tried everything in the link you suggested for weeks and it still will not accept my address that is why I am reaching out in this way because nothing has worked in the last 4 months since I have tried to change my address.  This is unbelievable frustrating!!
