PayPal Refunds Money to Customer AFTER Customer Receives Product

Mostly just venting here as I expect PayPal will do nothing. Keep in mind that pothead Elon Musk is a founder of this company.
My firm is a software vendor. Every customer must sign an electronic terms and conditions agreement prior to downloading the software. Recently, PayPal opened a dispute regarding a customer who filed a complaint under the topic of "other". What am I supposed to do with that information? I asked PayPal to clarify and explained that the customer signed the terms and conditions - which state that no refunds are allowed. Nevertheless, the next communication I received from PayPal was a decision in favor of the buyer. Ridiculous. I am out $600 because we already remitted payment to the software company. It is really hard to do any business on the internet knowing that at any time PayPal can arbitrarily take back the funds without any explanation.
