Re-shipping to an Insufficient Address??

Back on Dec 10th I sold a valuable item through an online classifieds site (Not Craigslist) and as I always do I shipped to the shipping address listed on the Paypal payment page. I also used the Paypal shipping tool in my account to purchase and print my shipping label. The item was sent on Dec 11th with USPS First Class Mail with Signature Required. Due to the value of the item I also insured the package with a third party shipping insurance co. On Dec 15th the package was not able to be be delivered as addressed and was dubbed "Insufficient Address" by the P.O. and returned back to me on Dec 23rd. I have sent a couple of emails to the buyer asking to verify the shipping address again and what to do next. No response as of yet for the last 2 days. So I called Paypal today to verify that I would be covered under the Protection Program as I did ship to the address listed on the PayPal payment and I was told that I am not covered until that package is delivered to the recipient. Well, it was not delivered to the recipient because it was listed by the P.O. as Insufficient Address so it was returned to me. I was told by Paypal CSR to reship the package again to the same address or either refund the buyer. I told the CSR that I had no problem refunding the buyer if she did not want the item but if it was reshipped to the same address again as before what is to keep the USPS from returning it back to me again a second time as Insufficient Address? The Paypal CSR then told me that she verified that the shipping address was correct via the USPS website. How do I know that if I re-ship this package again to the same address that it was returned to me from that it will be delivered? This just doesn't add up to me. Does it sound right to re-ship to the same (Insufficient) address again a second time?? Need Advice here..

Refund the money minus the shipping costs + 30 cents to cover the refund fee. Locate the transaction in your account activity, click it, click Refund this payment, then deduct what you paid for shipping, write a note for what the refund is for, hit submit. Then move on and re-list your item in the classifieds. No point in trying to force this transaction as you may have dodged a bullet.

Thank you @sharpiemarker for your reply. As instructed by both the USPS and Paypal CSR I have reshipped the package to the recipient. The USPS is going to be watching for this package to ensure that it is delivered properly this time around because the delivery address was valid. The USPS Supervisor did admit that it was returned to me in "Error" on their part. At least they admitted their mistake. It has been a very frustrating event to say the least but in the case that it comes back to me a 2nd time I will definitely refund and move forward with re-listing again for sale. Thanks again for taking the time to address my question.

Package arrived safe and sound this time around and customer is happy so all is well and guess I dodged that bullet after all!
